Power Play Rules in DCL


Gentlemen,


This one rule is creating lot of controversy in our DCL and we will try to provide a clarification to all the teams going forward including myself as I have been a victim of this rule as well.

Case 1) Date:3/17/2013  Challengers Red Vs Laagan XI (Rules wrongly applied by the umpire : Kuljit-Singh Nijjar)
As an umpire for one of game between Challengers Red and Laagan XI I had to make the decision when Challengers Red team were only playing with 10 players and the Captain of the Challengers Red team asked me the following question. What is the rule in DCL in these kind of situation when a team is only playing with 10 players, a maximum of how many players can be outside during the 1st power play and also during the 2nd power play.

As an umpire and my per understanding of the rule I said since the team is playing with 10 players only, 1 player can be outside during the 1st power play and only 2 players at the maximum can be outside the inner circle during the 2nd (batting power play)

Case 2) 6/1/2013 ACE XI Vs Royals CC (Where I as an umpire applied the rule Right)

I had the similar situation recently during the Finals between ACE XI Vs Royals CC. Royals CC won the toss and elected to bowl first as they only had 10 players to start the game, the Captain of the Bowling team asked both the umpires about this rule before the start of the game. I then immediately consulted other organizers and asked them to clarify me on this. Both the umpires then communicated the bowling Captain that they can have a maximum of 2 players outside the inner circle during the 1st power play and a maximum of 3 players during the second / batting power play.

Hope the following Q/A will remove all the doubts among all the teams if this kind of situation arise again in the future and the teams will apply the rules amicable.

Here is the correct rule where both the Teams are playing with 11 players or any one team or both teams are playing with 10 or 9 or 8 players:

Q1) How many players have to be inside the circle during a non-power play?
Ans) minimum of 4 fielders (Excluding Bowler and WK) inside the circle

Q2) How many players should be inside during the 1st power play
Ans) There should be atleast 7 fielders(Excluding Bowler and WK) inside the circle and a maximum of 2 players outside the inner circle during the 1st  4 mandatory PP overs  when the team is fielding with 11 players. In case the team is short of players and are fielding with only 10,9,8 players. A maximum of 2 players are still allowed to field outside of the inner circle. For example lets say a team only has 8 players who are playing / fielding in the game, during 1st power play overs Team can have all 8 players inside the inner circle or a maximum of 2 players outside the inner circle ( 2 outside inner circle, 4 players inside the inner circle (Excluding Bowler and WK) )

Q3) How many players should be inside during the 2nd/Batting power play
Ans) There should be atleast 6 fielders(Excluding Bowler and WK) inside the circle and a maximum of 3 players outside the inner circle during the 1st  4 mandatory PP overs  when the team is fielding with 11 players,

But In case the team is short of players and are fielding with only 10,9,8 players. A maximum of 3 players are still allowed to field outside of the inner circle. For example lets say a team only has 8 players who are fielding in the game, during 2nd power play overs Team can have all 8 players inside the inner circle or a maximum of 3 players outside the inner circle ( 3 outside inner circle, 3 players inside the inner circle (Excluding Bowler and WK) )

Rationale on the field restriction during power play: we will allow 2 fielders outside during PP1 and 3 fielders outside during PP3. We have removed restrictions on how many needs to be inside during PP. ( we only have that during non power play). There are many situations where teams play with 1, 2 or 3 players short. Also, there may be situations players get injured during the game and no substitute fielders/players available. So, it would be too harsh to the fielding teams if we make the mandatory 7 players, excluding bowler and WK, inside during Power Play. (BTW, when teams play with 8 players, there is no way on earth they can have 7 inside excluding bowler and WK!!!!)
